EBA Names USDC EU’s First Significant E-Money Token
EBA designates USDC as the EU’s first significant e-money token under MiCA, triggering direct supervision and stricter prudential requirements.

The European Banking Authority has classified USDC as the European Union’s first significant e-money token under the Markets in Crypto-Assets Regulation, placing Circle’s dollar stablecoin under enhanced prudential supervision. USDC is the first of 45 e-money tokens currently notified under MiCA to receive the significant classification, according to the regulator’s October 14 decision.
The EBA’s official announcement identifies Circle Internet Financial Europe SAS as the EU issuer and sets November 12, 2026 as the start of the new supervisory arrangement. The designation adds a higher regulatory tier to an already MiCA-compliant stablecoin rather than granting USDC its original authorization to operate in Europe. Circle’s French entity has issued USDC under its ACPR-authorized Electronic Money Institution framework since July 2024.
The distinction is becoming increasingly relevant as MiCA reshapes which stablecoins can circulate through regulated European platforms. Exchanges are already winding down services involving non-MiCA stablecoins, while some platforms have introduced one-way USDT-to-USDC conversion routes for European customers.
EBA and ACPR Split Supervision of USDC
From November 12, the EBA will directly supervise USDC in areas covering own funds, reserve assets, liquidity requirements and recovery and redemption plans. France’s ACPR will retain responsibility for governance, qualifying holdings, fit-and-proper assessments, outsourcing and conflicts of interest, creating the dual-supervision model prescribed by Article 117 of MiCA.
The classification also activates additional prudential obligations for significant EMTs. Under MiCA’s statutory framework, significant tokens can face higher own-funds requirements, enhanced reserve and custody rules, liquidity-management obligations and stress testing. The regulatory consequence is therefore tighter oversight of Circle’s ability to maintain liquid reserves and satisfy redemptions under both normal and stressed conditions.
MiCA assesses significance using factors including holder numbers, token value or reserve size, transaction activity, international usage and interconnectedness with the financial system. The framework includes quantitative benchmarks such as more than 10 million holders, more than €5 billion in token value, market capitalization or reserves, and daily transaction thresholds, alongside broader systemic criteria. Classification depends on the regulatory assessment as a whole rather than a single metric.
USDC Moves Into Cross-Border Supervisory Framework
USDC’s structure adds another layer because the token has issuers on both sides of the Atlantic. Circle Internet Financial Europe SAS issues USDC within the EU, while Circle Internet Financial, LLC handles U.S. issuance. The EBA has signed a memorandum of understanding with the New York State Department of Financial Services to facilitate information exchange around cross-border stablecoin supervision.
The classification does not alter USDC’s denomination or convert it into a European stablecoin. Instead, it reflects the scale at which a dollar-denominated token now operates inside the EU regulatory perimeter. That dynamic is part of a broader policy debate around MiCA’s treatment of stablecoin rewards and the competitive position of regulated euro-denominated alternatives such as EURØP.
Significant status is also not permanent by default. The EBA is required to reassess annually whether USDC continues to satisfy the applicable significance criteria, meaning the designation remains tied to measurable scale, activity and financial-system interconnectedness over time.
For Circle, the immediate change is therefore supervisory rather than a new market launch. USDC moves from national-led MiCA oversight into the EU’s first live example of dual supervision for a significant e-money token, giving regulators their first practical test of how MiCA’s enhanced stablecoin regime operates at scale.
